Asset Locked Community Wealth Fund for Black British* Communities.

About

Building a permanent legacy for Black British*
communities.

The Legacy Endowment CIC exists to turn collective contribution
into long-term community ownership. Through donations, partnerships
and responsible asset-building, we aim to create a permanent
endowment that supports opportunity, dignity and intergenerational
progress.

A community endowment built for the future.

The Legacy Endowment CIC has been established to help create a
long-term financial and asset base for Black British
communities that have contributed so much to Britain’s social,
cultural, economic and civic life.

Our work is inspired by the wider story of these communities in
Britain: communities that have built families, businesses, churches,
associations, homes and institutions through sacrifice, organisation
and collective effort.

The aim is not simply to remember that contribution, but to turn it
into a practical programme of ownership, investment and community
benefit.

Portrait of Marcus Garvey

From Pardner saving to community endowment.

The Legacy Endowment CIC builds on a long tradition of self-help,
mutual responsibility and collective wealth-building within Black British communities.

For generations, Pardner saving helped West Indian
families pool trust, discipline and commitment. People saved
together so that one household at a time could move closer to
ownership, security and independence.

We also draw inspiration from the legacy of
Marcus Garvey: the belief that communities must
organise, build institutions, own assets and think beyond the
limits placed upon them.

Our inheritance

The endowment is a modern expression of an older principle:
when communities organise their resources, they can build power,
protection and possibility for future generations.

01

Our Mission

To mobilise collective giving and strategic partnerships to build
an asset-locked endowment supporting Black British
communities across Britain.

02

Our Vision

A future where community wealth is not only raised, but retained,
protected and grown for the benefit of future generations.

03

Our Model

Donations, corporate support and institutional partnerships will
help create a long-term fund capable of acquiring assets,
generating income and supporting community priorities.

From contribution to ownership.

Communities cannot build lasting strength through short-term
funding alone. The Legacy Endowment CIC is based on a simple but
powerful idea: when people contribute together, they can build
something permanent together.

The endowment model is designed to move beyond one-off fundraising.
It seeks to create a protected asset base that can generate income,
support community priorities and provide a visible symbol of shared
legacy.

  • Community-led giving starting from accessible contributions.
  • Asset-locked structure through a Community Interest Company.
  • Long-term focus on land, property, income-generating assets and
    community benefit.
  • Recognition of founding supporters and early contributors.

Dr Floyd Millen, Founder of The Legacy Endowment CIC

Founded by Dr Floyd Millen

The Legacy Endowment CIC was founded by Dr Floyd Millen as a
practical response to a generational question: how can communities
that have given so much to Britain build a permanent legacy of
their own?

The initiative brings together civic purpose, community ownership
and long-term financial thinking. Its goal is to create a platform
through which individuals, businesses, patrons and institutions can
contribute to a lasting community endowment.

Our guiding belief

  • “Legacy is not only what we inherit. It is what we decide
to build, protect and pass on.
    ”
